LHC Consultancy was formed in April 2015. Services had previously been provided since November 2007 by Mark Rhys-Owens trading as Landsker Healthcare Consultancy
Mark Rhys-Owens (Director) has over 25 years experience in health and social care services,
having worked in various locations throughout England and Wales.
Having trained as a psychiatric nurse in the 1980’s, Mark held a number of
senior operational and strategic positions and worked in numerous NHS
organisations across different health economies.
Directly prior to leaving the NHS as a senior manager in 2007, Mark had worked
for 3 years at the South Central Strategic Health Authority where he held the
position of Programme Development Manager for Mental Health, Learning
Difficulties and Substance Misuse. In this role had the responsibility for
co-ordinating the strategic delivery of the National Service Framework for
Mental Health. This required partnership working with NHS and local authority
commissioners, NHS & social care providers, voluntary organisations, user &
carer organisation, together with the National Institute of Mental Health for
England, the Care Services Improvement Partnership and the Department of Health.
In the 3 years prior to this, Mark had held a senior operational management role
in mental health services in Wiltshire.
Mark formed Landsker Healthcare Consultancy in 2007 and as the proprietor
is the principle consultant. However, in addition to this management consultancy
role Mark undertakes some additional clinical work within the NHS in Wales and
is also a Specialist Advisor to the Care Quality Commission (CQC) as part of the
new wave of inspections which are being undertaken and an External Peer Reviewer
for mental health nursing with the Healthcare Inspectorate Wales (HIW).
Mark is a registered nurse, has post graduate management qualifications and is
a full member of the Institute of Healthcare Management. He is an accredited
project manager using PRINCE 2 methodology and has also received full training
from the National Patient Safety Agency in incident investigation.
Marks areas of specific interest include governance systems and the management
of change in order to obtain improved efficiency from health care delivery. He
also has an interest in the environment in which health care is delivered.
Gwilym (Gwili) Owens (Company Secretary) joined LHC Consultancy on a part time basis in Oct 2015 as Company Secretary
Gwil has spend almost two years travelling New Zealand and Australia and undertaking some work in the Agricultural Sector
Alongside his position in LHC he is a Director with Sara Safety Solutions Ltd and is undertaking business management studies at Trinity St David’s
